When we bought a new Pansonic Vaccum through Amazon, we ordered both paper and HEPA bags - Panasonic brand.
To give the new vac. the best chance to show its stuff, I put in the HEPA type. First one worked so well, we continued with another, rather than try the obviously thinner paper ones. I accidentally sucked up what I thought was a USB memory stick, and took a pair of scissors to the HEPA bag to retrieve it.

What a marvel! Two inner filter layers are part of their secret, along with the very substantial cloth outer cover. The outside of the bag was still absolutely lily-white, while the inner layers had captured pounds of fine dust and yecch. I seriously doubt I'll even bother with the paper ones when I've seen how completely the HEPA bags keep dust &c. so completely contained. Clean is good!
